According to the RaiNews portal, Finland and Sweden will resume transferring asylum seekers to Italy, joining Germany, Switzerland, and Austria. "These transfers are currently in the preparation phase," said Satu Sisatto, spokesperson for the Finnish Ministry of the Interior, who cited the entry into force of the Asylum and Migration Management Regulation (AMMR) as the basis. Victoria Holmqvist, spokesperson for the Swedish Minister of Migration, told ANSA that Sweden was already carrying out these transfers and intends to continue, in accordance with the European pact on immigration and asylum.
Asylum seekers who apply for protection in the first country where they were identified and then move to another country to submit a new application are called "duplicants." Under the Dublin Regulation, they must return to the country of initial identification, which is responsible for reviewing the application. The countries of first arrival, with Italy at the forefront, concentrate these so-called secondary movements.
According to the latest Eurostat data, Italy received the highest number of requests for the return of migrants from other EU countries in 2025, 24.152, with only 85 accepted. Germany sent the most requests, 35.993, with 5.377 transfers carried out. Rome maintains that the European pact, in force since June 12, has eliminated previous cases.
