The Futuro Nazionale party, led by MEP Roberto VannacciThey want to use the millions of Italians living abroad as part of a strategy to address Italy's population decline.
The political program presented by the party proposes a "Tax incentives for the return of Italians of working age living abroad" and explicitly mentions three countries: Brazil, Venezuela, and Argentina.
The text mentions "young families," people of working age, and also Italians by jus sanguinis, a group that includes a large portion of Italian citizens recognized in Latin America.
The proposal is part of the call "remigration to Italy"This is an expression used by Futuro Nazionale itself. According to the program, attracting Italian citizens residing outside the country would be a more immediate response to the demographic crisis, while policies to encourage birth rates would produce long-term effects.

Brazil is not merely mentioned as a generic reference to the Italian diaspora. The document specifically cites Italian citizens living in the country, alongside those residing in Argentina and Venezuela.
In practice, the proposal seeks to transform the large community of Italian citizens abroad into a potential source of workers and new families for Italy.
However, there is a peculiarity in the expression "return". Many citizens recognized for jus sanguinis They were born in Brazil, Argentina, or other countries and have never lived in Italy. In this case, it wouldn't be a matter of returning, but of attracting descendants already recognized as Italian citizens to settle in the country.
Less immigration, more Italians from abroad.
The proposal is linked to the immigration policy advocated by Vannacci. Futuro Nazionale aims to severely restrict immigration of foreigners while simultaneously encouraging the arrival of Italian citizens currently living outside of Italy. (Read the full program here.).
The program foresees limited entry of foreign workers, also subject to criteria of "cultural compatibility." For granting citizenship through residency, the party proposes raising the requirement to 20 years of legal residence and requiring Italian language proficiency at a C1 level. It also rejects... ius soli e jus scholae.
In this design, citizens recognized by descent take on a different role: they are already legally Italian and could receive incentives to transfer their residence and economic activity to the country.
It's still an election proposal.
The plan is part of the Ideological and Programmatic Basis of Futuro Nazionale for Italy 2027-2037. The party itself states that the document will still be developed and updated in the coming months. Therefore, it is neither an approved measure nor a currently available tax benefit.
The program was presented with a ten-year horizon, corresponding to two legislative terms, and should serve as the basis for Vannacci's party's electoral platform.
The contrast with the Meloni government
Vannacci's proposal contrasts with the policy adopted by the current Italian government. In March 2025, Giorgia Meloni's government approved Decree-Law 36/2025, later converted into Law 74/2025, which restricted the recognition of Italian citizenship by jus sanguinis For people born abroad with another citizenship.
In the official justification for the reform, defended by the Minister of Foreign Affairs, Antonio Tajani, the government linked the growth in the number of Italian citizens residing abroad to the possible absence of effective ties with the Republic and to “risk factors for national securityThe argument provoked a strong reaction in Parliament, where opponents accused the government of treating Italians abroad and their descendants as a threat.
