The decree on Italian citizenship is the subject of legal debate in Rome ahead of a hearing in court.

O National Forensic CouncilThe University of Rome will host a legal seminar on February 6, 2026. The meeting will take place in the Aurora Room, from 14 pm to 19 pm (local time).

The debate will focus on Decree-Law 36/25, which addresses changes in citizenship legislation. The discussion takes place under the analysis of two referral orders sent to the Constitutional Court.

The seminar is held a few days before the hearing at the Constitutional Court. scheduled for March 11Experts will discuss the validity of the new rules and their legal impact.

An e-book on the subject, published by Editora Pacini, will be presented at the event. The event is coordinated by Professor Gianluca Scarchillo from La Sapienza University.

The panel of speakers brings together academics and magistrates from various regions of Italy. Professors from the universities of Lecce, Palermo, Bari, Padua, Naples, Genoa, and Rome are participating.

Among the guests are Michele Carducci, Elisa Cavasino, Antonella Ciervo, Maria Dicosola, and Marco Falcon. The debate will also feature Gennaro Ferraiuolo and Alberto Figone.

Salvatore Laganà, former president of the Venice Court, and Vincenzo Valentini, referendary member of the Court of Justice of the European Union, are also participating in the discussion panels.

The event It is free and open to the public interested in the topic. The meeting aims to deepen the technical understanding of the decree before the Italian courts issue their ruling in March.
